Avoid Roof Top on College or called Upper Deck by Frans at all cost!!! They will scam you with a 20%+ mandatory tip regardless of service quality!!! Before you consider dining there, take a moment to read their historical reviews which reveal a pattern of customer dissatisfaction. This place has a troubling practice of imposing an 18% minimum tip without prior consent. Our own experience there was deeply disappointing, underscoring their lack of concern for customer loyalty and satisfaction. The Assistant General Manager was notably unprofessional in handling complaints. To our dismay, not only did our food arrive after a later-ordered customer sitting beside us, but we were also hit with a 20% mandatory tip, unexpectedly increased by an additional 2% for minimal Pride decorations(what? you charge for PRIDE decorations?!) Unlike other venues, we were not given the choice to determine our own tip based on service quality. The service was equally disheartening, with both the assistant general manager and waitress displaying dismissive and condescending attitudes, especially the manager. The most egregious incident involved the assistant general manager, who attempted to publicly humiliating me by condescendingly offering $5 in cash when I complained. It's evident that this restaurant does not value building customer relationships, even though we are neighbors. We had hoped to dine at restaurant nearby (please go there), a far superior restaurant, but it was unfortunately full. Opting for Roof Top on College was a grave mistake, and I am skeptical about their ability to sustain their business long-term.

This is the first time I’ve eaten at the Rooftop and my experience was not great at all. We waited over 30 minutes to receive our food, just for it to be disappointing. Not only that, as a group of 3, we were charged 20% gratuity for Pride Weekend. Although it was very confusing as they were not doing anything pride/queer related when we went there for brunch! The server mentioned that all restaurants at Church do this, but I’ve never experienced or encountered anything like this while dining at restaurants and bars at the Village. It’s extremely disappointing when restaurants only care about earning money rather than caring about the customers! As a Queer person, I’ve never experienced anything like this at the gay bars or brunches I’ve been to. I would not recommend going here if you want to be unnecessarily charged for 18-20% gratuity without the option of leaving a tip, and wait for your food for more than 30 minutes. An 18% gratuity is included regardless of party size. We ate breakfast here on a Saturday with a party of 3 people. There were around 5 other groups eating at the restaurant, but our food took over 40 minutes to be served. We ordered a morning wrap, mac and cheese, and a regular two-egg toast bacon breakfast. The menu states that "an 18% gratuity may be charged". However, our final bill not only included this gratuity, but also an extra 2% for pride weekend totalling to an included 20% included tip on the final bill.

I had a great time at Fran’s celebrating a coworker. The food was exceptionally fast and the server constantly checked up on us, was quick to refill waters and clear plates.

Visited Fran’s Rooftop Bar for breakfast before starting a road trip. We arrived just as they opened, and the views were absolutely amazing. The ambiance was great, making for a pleasant morning setting. The service was attentive; our server was quick to meet all our needs. We ordered the classic breakfast, Benedict, and chicken and waffle. While nothing particularly blew us away, everything was solid and met our expectations. Portions were generous and the prices were reasonable, which we really appreciated. Overall, Fran’s Rooftop Bar is a fantastic breakfast spot in Toronto for a weekend meal, especially if you’re looking for a place with a homey feel, tasty food, and great decor.

Rude, pushy service from 1 of the waiters (a little heavier set guy) this past Friday night. Repeatedly telling us, rushing us out of the place because clearly all he wants to do is get out of there. Maybe you should work somewhere else then if you don't wanna work late? Won't be back, there's hundreds of pubs in the area... But that's probably what he wants anyways Edit:after reading through the reviews it seems this clown is actually a manager lol and there is soon many complaints about him, wow says a lot about this establishment. They obviously don't give a sheitt about their customers...
